UPSC Document Checklist 2025 - Complete Guide for Photos, PDFs & Certificates
The UPSC online application portal is notoriously strict. Documents that don't meet size, format, or quality specifications are rejected — and unlike other portals, UPSC does not always give you a second chance. A blurry photo, an oversized PDF, or an expired certificate can get your application disqualified at the document verification stage.
This complete checklist covers every document you need for UPSC CSE 2025, the exact specifications for each file, category-specific requirements for OBC/SC/ST/EWS candidates, and how to prepare your files so they upload without error.
Documents Needed at Each Stage
UPSC CSE has three stages: Prelims, Mains, and Interview (Personality Test). Each stage has different document requirements.
| Stage | Documents Required | Upload Format |
|---|---|---|
| Prelims Application | Photo, Signature, ID Proof | JPEG (photo & sign), PDF (ID) |
| Mains Application (DAF) | All of the above + Education certificates, Category certificate, Age proof | JPEG + PDF (all under 300KB each) |
| Interview Stage | Original documents for verification + self-attested copies | Physical documents |

Category Certificate Requirements
If you are applying under a reserved category, your certificate must meet UPSC's specific requirements. Getting this wrong is one of the most common reasons for DAF rejection.
OBC (Other Backward Class) — Non-Creamy Layer
The OBC-NCL certificate is the most complex requirement. UPSC is very strict about this:
✅ Must explicitly state the candidate belongs to OBC and is in Non-Creamy Layer
✅ Must be issued by a competent authority: Sub-Divisional Magistrate (SDM), District Magistrate (DM), Tehsildar (in some states), or equivalent
✅ Must be on official government letterhead with seal and signature
✅ Must be issued within 1 year before the closing date of the DAF (Detailed Application Form). Do not use an expired certificate.
❌ A certificate that says only "OBC" but does not say "Non-Creamy Layer" is NOT valid for UPSC
❌ The Central List certificate is different from the State List certificate — UPSC follows the Central List of OBC communities. Check that your community is in the Central List at india.gov.in
SC / ST (Scheduled Caste / Scheduled Tribe)
✅ Must be from a competent authority (SDM, Tehsildar, or equivalent)
✅ SC/ST certificates do not expire — you can use the same certificate issued years ago
✅ Must mention the full community name as it appears in the Presidential Order for that state
✅ If you were born in one state but are now residing in another, the certificate should be from your home state (state of origin)
EWS (Economically Weaker Section)
✅ Must be issued for the current financial year (April to March). An EWS certificate from the previous year is invalid for UPSC applications.
✅ Family income must be below ₹8 lakhs per annum from all sources
✅ Must be issued by an SDM, Tehsildar, or equivalent authority on government letterhead
❌ EWS certificate is the most commonly expired certificate — if your current year's certificate is not ready, get it from the district office at the earliest opportunity
How to Prepare Your Documents — Step by Step
1Gather all physical documents first
Collect all the physical certificates you will need. Lay them out and cross-check against the checklist above. If any certificate is expired (especially OBC-NCL or EWS), apply for a fresh one at your district/tehsil office immediately — these can take 1-4 weeks in some areas.
2Get a proper passport photo
Visit a professional photo studio and specifically request a passport-size photo on white background for a government exam. Ask for the soft copy (JPEG) on a pen drive or WhatsApp, not just the printed version. Check that the file is between 20KB and 300KB. If it's too large, use PDF Vault's Photo Size Fixer to resize it exactly. If it's too small, use a higher quality export setting.
3Create your signature image
Sign your full signature (the one you use on legal documents) on white paper using a black ball-point pen. Take a close-up photo in good lighting. Crop it to show only the signature with a thin white border. The JPEG should be 10KB to 40KB. Avoid digital signatures (drawn on phone) — UPSC requires a handwritten ink signature.
4Scan all documents
If you don't have a scanner, use Adobe Scan or Microsoft Lens (both free) on your smartphone. Place the document flat on a white surface in good light. The app will automatically detect the edges and correct the perspective. Export as PDF. Scan each document separately and save with clear names (e.g., "10th-marksheet.pdf").
5Compress each PDF to under 300KB
Most scanned PDFs are 1-5MB, which exceeds UPSC's 300KB limit. Use PDF Vault's Compress PDF for UPSC tool to reduce each file. This tool is calibrated to UPSC's requirements. For multi-page documents (e.g., graduation marksheets with multiple pages), compress the entire PDF as one file — UPSC accepts multi-page PDFs as long as each file is under 300KB.
6Unlock Aadhaar PDF before uploading
Your e-Aadhaar from UIDAI is password-protected. UPSC's portal cannot accept a password-protected PDF. First unlock it using PDF Vault's Unlock PDF tool (password is the first 4 letters of your name in CAPS + birth year, e.g. RAHU1995), then compress the unlocked version to under 300KB.
7Verify all files before uploading
Before you start the application, open every file and verify: (1) the document is readable (not over-compressed or blurry), (2) all text and images are clearly visible, (3) file size is within the required range, (4) file format is correct (JPEG for photos, PDF for certificates). Keep all files in a named folder so you can upload them quickly during the application.
Common Mistakes That Get Applications Rejected
❌ Over-compressing documents until text is unreadable: The goal is to meet the size limit while keeping documents clear. If a PDF is compressed so heavily that text or seal becomes blurry, it will be rejected at document verification. Test by zooming in 150% — if the text is still clear, the compression level is acceptable.
❌ Uploading a watermarked or specimen certificate: Some educational portals issue certificates with a "Specimen" or "For Reference Only" watermark. These are not accepted. You need the original or an officially certified copy.
❌ Using an expired OBC-NCL or EWS certificate: These certificates expire. An OBC-NCL certificate must be issued within 1 year of the DAF closing date. An EWS certificate must be for the current financial year. Using an expired certificate leads to disqualification.
❌ Uploading a password-protected PDF: UPSC's portal rejects password-protected PDFs. This is most common with Aadhaar PDFs (downloaded from UIDAI). Always unlock these before uploading. Salary slips and bank statements may also be password-protected — unlock those too.
❌ Uploading the wrong page of a multi-page document: If your graduation marksheet has 4 pages, upload all pages as one PDF — not just page 1. If your degree certificate is two-sided, scan both sides into one PDF.
❌ Photo with wrong background or in PNG format: UPSC requires JPEG format, not PNG. Many phone cameras default to saving as PNG or HEIC. Convert to JPEG before uploading. Also ensure the background is white — cream, grey, or light blue backgrounds are common rejection reasons.
